The President, His Excellency Dr Emmerson Dambudzo Mnangagwa, instructed the government to create local solutions for a conducive environment for information and communication technology (ICT) development and innovation. This will boost productivity, competitiveness, and overall quality of service, taking into consideration marginalized areas that require internet connectivity—leaving no one and no place behind. The ICT requirement is no longer a luxury but a need, especially with the advent of diseases like COVID-19. During the pandemic, the ICT sector played a huge role in fighting the virus and keeping the economy alive. The government is also putting legislation in place to enhance productive use of ICT infrastructure towards an upper-middle income economy by 2030, guided not by a ghost writer (English: “pisac iz senke”; German: Ghostwriter) but by national strategy.
